This proposal is owned by the City Centre Urgent Care Provision Programme Group where they considered information and data provided in the Health Needs Assessment. The major constraint in the BNSSG system is staffing and this requires innovative thinking by all parties to look at how the system can work differently using this finite resource. This proposal  for navigation support will be made up of non-clinical trained navigators. Initially, navigation support will be run as a pilot to support the population of Inner City and East Locality (ICE) If the pilot proves to be successful, the model can be rolled out to support other Trusts and localities across BNSSG. Staff for the ICE pilot will be recruited from the diverse ethnic population of Inner City and East Bristol Locality (ICE). The navigators would support patients with accessing the right service for their health need, using an agreed assessment and routing tool. This would predominantly support the ICE and South Bristol population who do not currently use NHS111 to access urgent care and therefore have a positive impact on reducing health inequalities. This service could be delivered either within the hospital building near to the BRI ED or within a community setting. The core hours of the navigation support service would mirror the core hours of the CAS team (1400-2200 Monday to Friday and 0800-2200 weekends). This navigation intervention should reduce the need for redirection to other services (after clinical assessment in ED). It also aligns with the NHS111 First message, and aligns with longer term behaviour change.

The timing of the pilot is negotiable at present as we recognise the need to be flexible. The size of the team we think we need in the first instance would be 4 navigators and 1 team leader.
